Regional Requirements

MUI Halal and Arabic/English bilingual labelling are universal across all 11 Middle East markets. Saudi Arabia additionally requires SFDA pre-registration. FSSC 22000 is needed for Lulu, Carrefour, and Panda qualification. ISO 17025 CoA against GSO 1694 limits is required at every GCC port of entry.

01 MUI Halal Certification
Mandatory — All Markets

MUI (Majelis Ulama Indonesia) Halal certification is accepted across all 11 Middle East markets covered by this page. Saudi Arabia’s SFDA, UAE’s ESMA, Qatar’s MOPH, and GCC customs all recognise MUI Halal for imported canned fish. The halal logo must appear on the retail label. Top Tide Canning holds a current MUI Halal certificate covering skipjack, yellowfin, and albacore in all fills.

Certificate available on request. For Turkey, GIMDES or Diyanet İşleri certification is preferred by some buyers — available on dedicated production runs.

02 Arabic / English Bilingual Label (GSO 9)
Required — GCC + Levant

GSO 9 (Gulf Standards Organisation general labelling standard) governs retail label requirements across all six GCC states plus Jordan, Lebanon, Iraq, and Yemen. Mandatory elements: product name in Arabic and English, ingredient list in both languages, nutrition facts per 100g, country of origin, net weight, best-before date, halal logo, and importer/distributor name and address. Top Tide Canning provides print-ready Arabic/English bilingual artwork for all Middle East private label programmes.

Label artwork delivered in 5–7 business days from brand brief. Arabic copywriting and RTL layout handled by our design team. Turkish-language label available for Turkey market.

03 SFDA Registration — Saudi Arabia
Required — KSA

Saudi Arabia’s SFDA (Saudi Food and Drug Authority) requires product registration for all imported food sold at retail. SFDA registration is held by the licensed Saudi importer. Required documentation: product specification, ISO 17025 CoA, FSSC 22000 certificate, MUI Halal certificate, and label artwork. SFDA registration takes 1–3 months. Top Tide Canning provides the complete SFDA documentation package. All other GCC states apply post-market monitoring without mandatory pre-registration.

Top Tide Canning provides SFDA documentation package for Saudi importer registration. Saudi importer applies and holds the registration.

04 FSSC 22000 — Retailer Qualification
Required

FSSC 22000 (GFSI-recognised) is required by Lulu Hypermarket, Carrefour Middle East, Panda, and all major regional retailers for private label supplier qualification. HACCP is the minimum for smaller independent importers and traditional trade. Top Tide Canning’s current FSSC 22000 certificate covers canned fish manufacturing and is available for inclusion in all retailer qualification packages across the Middle East region.

FSSC 22000 certificate and most recent audit summary available on request for Lulu, Carrefour, Panda, and Al Meera qualification.

05 ISO 17025 CoA — Heavy Metals & Histamine
Required

All GCC customs authorities and major Middle East retailers require an ISO/IEC 17025-accredited CoA for heavy metals (Hg, Pb, Cd, Sn) and histamine per shipment. Saudi SFDA, UAE ESMA, and Qatar MOPH all reference GCC Standard GSO 1694 for contaminant limits in canned fish. Top Tide Canning provides ISO 17025 CoA from an ILAC-accredited third-party laboratory with every production lot.

CoA provided per lot. Parameters: Hg ≤1.0 mg/kg (tuna), Pb, Cd, Sn ≤200 mg/kg (canned), histamine ≤200 mg/kg, full microbiological panel.

06 GSO 1694 — GCC Contaminant Standard
Standard

GSO 1694 sets contaminant limits for fishery products sold in GCC states — mercury ≤1.0 mg/kg for tuna specifically (vs 0.5 mg/kg for other fish), lead ≤0.3 mg/kg, cadmium ≤0.1 mg/kg, and tin ≤200 mg/kg for canned products. Histamine limit is 200 mg/kg. Top Tide Canning’s ISO 17025 CoA parameters are tested and reported against these exact GSO 1694 limits, streamlining GCC customs clearance for private label clients.

CoA values reported against GSO 1694 limits for GCC customs. EU-equivalent limits also reported for cross-market documentation.

Buyer Channels

Lulu Hypermarket and Carrefour MAF are the two pan-GCC private label anchors. Saudi Arabia adds Panda, Danube, and Othaim as major buyers. Dubai’s Jebel Ali port is the single CIF entry point from which the entire GCC and Levant region is served by re-export.

Frequently Asked Questions

Common questions from GCC retailers, Saudi Arabia importers, UAE distributors, and Jebel Ali re-export operators about halal certification, GSO labelling, SFDA registration, MOQ, can sizes, and transit logistics.

What halal certification is required for private label canned tuna in the GCC?

MUI (Majelis Ulama Indonesia) Halal certification is widely accepted across all six GCC states and the wider Middle East. Saudi Arabia’s SFDA, UAE’s ESMA, Qatar’s MOPH, and GCC Customs all recognise MUI Halal for imported canned fish. The halal logo must appear on the retail label (Arabic/English bilingual label). Top Tide Canning holds a current MUI Halal certificate covering skipjack, yellowfin, and albacore in all fill variants. For Turkey, GIMDES or Diyanet İşleri certification is preferred by some buyers and can be arranged for dedicated production runs.

What GSO labelling standard applies to canned tuna in the GCC?

GSO 9 (Gulf Standards Organisation general labelling standard) governs retail food labelling across all six GCC states. Mandatory label elements: product name in Arabic and English, ingredient list in both languages, nutrition facts per 100g, country of origin (Thailand / تايلاند), net weight, best-before date, halal logo, and importer name and address. Saudi Arabia additionally requires the SFDA registration number on the label. Jordan, Lebanon, Iraq, and Yemen generally follow GSO 9 as a reference standard. Top Tide Canning provides print-ready Arabic/English bilingual artwork for all Middle East private label programmes.

Is SFDA registration mandatory for all Saudi Arabia canned tuna imports?

Yes — Saudi Arabia’s SFDA (Saudi Food and Drug Authority) requires product registration before imported food can be sold at retail. SFDA registration is held by the licensed Saudi importer (not the overseas manufacturer). Registration requires: product specification, ISO 17025 CoA, FSSC 22000 certificate, MUI Halal certificate, and label artwork. Processing time is typically 1–3 months. Top Tide Canning provides the complete SFDA documentation package. Other GCC states (UAE, Qatar, Kuwait, Oman, Bahrain) apply post-market monitoring without mandatory pre-registration for canned fish.

Can Dubai/Jebel Ali be used as a re-export hub for the whole Middle East?

Yes — CIF Jebel Ali (Dubai) is the most efficient entry point for a GCC-wide private label programme. A single shipment to Jebel Ali can be distributed across Saudi Arabia (Dammam and Riyadh by road, 4–6 hours), Qatar (Doha by road via Saudi), Kuwait (Doha or Abu Dhabi connection), Oman (Muscat by road, 5 hours), and Bahrain (King Fahd Causeway, 1 hour from Dammam). Jordan, Lebanon, and Iraq are typically served separately via their own import channels or via Aqaba. Transit from Thailand to Jebel Ali is 10–14 days.

What is the minimum order for a Middle East private label programme?

Minimum order is one 20ft FCL (approximately 20–22 MT net product) per SKU. For a pan-GCC private label programme launching across multiple retail chains, we typically recommend a 40ft FCL per SKU to cover initial retailer orders and warehouse stock. Mixed SKU containers (e.g. 160g skipjack in brine + 160g skipjack in sunflower oil under the same brand) can be arranged. Please contact us for a CIF Jebel Ali quotation with full documentation package.

What can sizes are most common in GCC private label canned tuna?

The most common GCC private label retail SKUs are 160g (standard shelf, Lulu/Carrefour/Panda main listing), 185g (family size, Lulu Hypermarket), and 100g (value shelf, entry price point). Premium retailers (Spinneys, Waitrose UAE, Géant) carry 120g and 200g solid albacore in EVOO. Multipacks (160g × 4) are used for Lulu and Carrefour promotional formats. Food service and hotel catering use 1.7kg A10 institutional tins.
