UAE Private Label Canned Tuna Market โ ESMA, MUI Halal, Jebel Ali Gateway
The UAE is the GCC’s most competitive private label canned tuna market and the regional logistics gateway. Lulu Hypermarket and Carrefour MAF dominate the modern retail landscape. A single CIF Jebel Ali programme can anchor distribution across all 11 Middle East markets.
Six Requirements for UAE Private Label Canned Tuna โ MUI Halal, GSO 9 Label, FSSC 22000, ISO 17025, Health Certificate, and ESMA
MUI Halal and Arabic/English bilingual labelling per GSO 9 are mandatory for all UAE retail. FSSC 22000 is required for Lulu, Carrefour, and Spinneys qualification. ISO 17025 CoA against GSO 1694 limits required at every UAE port of entry.
MUI Halal is mandatory for all canned fish sold at retail in the UAE. The MUI Halal logo must appear prominently on the label. ESMA (Emirates Authority for Standardisation and Metrology) and MOIAT enforce halal requirements at point of sale. UAE Customs may inspect halal certificates at Jebel Ali port. Top Tide Canning holds a current MUI Halal certificate covering skipjack, yellowfin, and albacore in brine, water, sunflower oil, and EVOO.
MUI Halal certificate issued in Indonesia โ accepted across all GCC states and the wider Middle East without re-certification.
GSO 9 (GCC General Labelling Standard) requires all retail food labels to carry: product name in Arabic and English, ingredients list in both languages, nutrition information per 100g, country of origin, net weight, best-before date, halal logo, and importer name and UAE address. ESMA enforces GSO 9 compliance on market surveillance. Non-compliant labels result in shipment hold or product recall. Top Tide Canning provides print-ready GSO 9-compliant Arabic/English bilingual label artwork within 5โ7 business days of brand brief receipt.
Arabic RTL layout and Arabic copywriting handled by our in-house design team. Label proof supplied in print-ready PDF + AI files.
FSSC 22000 (GFSI-recognised) is required by Lulu Hypermarket, Carrefour UAE (MAF), Spinneys, Waitrose UAE, and Union Coop for private label supplier qualification. Lulu Hypermarket’s global supplier code of conduct requires FSSC 22000 or BRC as a minimum. Carrefour MAF procurement requires GFSI certification for all private label food suppliers. Top Tide Canning’s FSSC 22000 certificate is current and available in the supplier qualification package.
FSSC 22000 certificate + most recent audit summary available for retailer qualification pack submission to Lulu Abu Dhabi, MAF Dubai, and Spinneys Gulf.
UAE Customs and ESMA require an ISO/IEC 17025-accredited Certificate of Analysis for heavy metals and histamine per shipment. Tested parameters for canned tuna entering the UAE: mercury โค1.0 mg/kg (GSO 1694 tuna-specific limit), lead โค0.3 mg/kg, cadmium โค0.1 mg/kg, tin โค200 mg/kg (canned product), histamine โค200 mg/kg. Top Tide Canning provides a full ISO 17025 CoA from an ILAC-accredited third-party laboratory with every production lot shipped to the UAE.
CoA values reported against GSO 1694 limits for Dubai Customs. EU Reg. 2023/915 limits also reported on request for cross-market use (Europe and GCC from single production).
UAE Customs requires a Health Certificate issued by the Thai Ministry of Public Health (MOPH) via the National Bureau of Agricultural Commodity and Food Standards (ACFS), and a Certificate of Origin issued by the Thai Department of Foreign Trade (DFT). Both documents are prepared by Top Tide Canning and accompany every export shipment. The CoO confirms Thai origin for GCC tariff application (5% CET). Originals sent with shipping documents; copies available by email for pre-clearance.
Health Certificate and DFT Certificate of Origin included in the standard export documentation package for every UAE-bound shipment.
ESMA (Emirates Authority for Standardisation and Metrology) and the Ministry of Industry and Advanced Technology (MOIAT) may require product conformity assessment under UAE food product registration for certain food categories. For canned fish, requirements are enforced through post-market surveillance rather than mandatory pre-registration (unlike Saudi SFDA). However, UAE importers should ensure their registration with UAE food authorities is current. Top Tide Canning provides all technical documentation required for UAE importer registration.
No mandatory ESMA pre-registration for canned fish (unlike SFDA in Saudi Arabia). Post-market surveillance applies. Top Tide Canning documentation package covers all standard UAE importer requirements.
Four UAE Retail Channels โ Lulu Hypermarket, Carrefour MAF, Spinneys/Waitrose, and Union Coop/Al Maya
Lulu (Abu Dhabi HQ) and Carrefour UAE (MAF Dubai) are the two pan-GCC anchor buyers โ a single UAE supplier approval covers the full GCC. Spinneys and Waitrose UAE cover the premium segment. Union Coop, Al Maya, and Choithrams are faster-to-list mid-market entry channels.

UAE Private Label Canned Tuna โ FAQ on Halal, ESMA, GSO Label, Jebel Ali, Duty, and MOQ
Common questions from UAE retailers, Dubai importers, JAFZA-based distributors, and GCC private label buyers about UAE regulatory requirements, labelling, Jebel Ali logistics, import duty, and minimum order quantities.
What halal certification is required for private label canned tuna in the UAE?
MUI (Majelis Ulama Indonesia) Halal certification is mandatory for all canned fish sold at retail in the UAE. The MUI Halal logo must appear prominently on the label. ESMA and MOIAT enforce halal requirements at point of sale. UAE Customs may inspect halal certificates at Jebel Ali. MUI Halal is accepted across all six GCC states without re-certification. Top Tide Canning holds a current MUI Halal certificate covering skipjack, yellowfin, and albacore in all fill variants (brine, water, sunflower oil, EVOO).
Does UAE require SFDA pre-registration like Saudi Arabia?
No โ unlike Saudi Arabia, the UAE does not require mandatory SFDA-style pre-registration for imported canned fish. UAE regulatory oversight for canned fish is primarily through post-market surveillance by ESMA and MOIAT. However, UAE importers should ensure their own food business registration with local municipality food authorities (Dubai Municipality, Abu Dhabi ADAFSA) is current. Top Tide Canning provides all technical documentation required for UAE importer registration.
What GSO 9 labelling is required for UAE private label canned tuna?
GSO 9 (GCC General Labelling Standard) requires all retail food labels in the UAE to carry: product name in Arabic and English, ingredient list in both languages, nutrition information per 100g, country of origin (Thailand / ุชุงููุงูุฏ), net weight, best-before date, halal logo, and importer name and UAE address. All Arabic text must be in Modern Standard Arabic RTL. Top Tide Canning provides print-ready GSO 9-compliant Arabic/English bilingual artwork, delivered within 5โ7 business days of brand brief approval.
Can I use a Jebel Ali/Dubai import to supply the whole GCC?
Yes โ CIF Jebel Ali is the most efficient single entry point for a pan-GCC private label programme. A JAFZA-based distributor can supply the entire GCC from Dubai: Saudi Arabia (road via Dammam, 4โ6 hrs), Qatar (road via Saudi), Kuwait (sea or road), Oman (road to Muscat, 5 hrs), and Bahrain (road via King Fahd Causeway, 1 hr from Dammam). Jordan, Lebanon, and Iraq are typically served via their own import channels. Transit from Thailand to Jebel Ali is 10โ14 days.
What is the import duty on canned tuna entering the UAE?
Canned tuna (HS 1604.14 skipjack/yellowfin, HS 1604.13 sardines) entering the UAE from non-GCC origin is subject to the GCC Common External Tariff (CET) of 5%. There is no preferential trade agreement between Thailand and the GCC that reduces this rate. JAFZA free zone importers may hold goods duty-free for re-export; duty is triggered only when goods enter the UAE customs territory for domestic consumption.
What is the minimum order for a UAE private label programme?
Minimum order is one 20ft FCL (approximately 20โ22 MT net product) per SKU. A 20ft FCL of 160g skipjack is approximately 21,600 units. For a Lulu or Carrefour UAE launch, we recommend a 40ft FCL (approximately 43,200 units of 160g) to cover initial retail stock across UAE stores. Mixed-SKU containers are available โ for example, 160g skipjack in brine and 160g skipjack in sunflower oil in the same FCL. Please contact us for a CIF Jebel Ali quotation with full documentation.
